They are passive, not half bad though.

Q: Tremolo arm did not come with my jackson js32q. was it supposed to?

Yes, it is supposed to come with it. Contact the seller and make sure they send you a replacement trem arm. I don't recommend buying the cheap import ones, the trem bar angle on them is a bit awkward/steep. Make sure you get a proper replacement bar

Q: Does this come with a hex wrench for tuning/restringing?

Yes it should include the hex wrench
