That paint is meant to stick on fabrics. You need regular acrylic paint and then seal it in.

Q: Does this leave a tacky residue once it dries?

No it’s dries clear and smooth

Q: Would this be okay to use on foam?

My wife only uses it for artwork painting; therefore, we do not have the answer to this question. Our suggestion is try it on a scrap piece of foam. Let us how it works as my wife uses multiple types of media for you art.

I used the High Gloss to get a high finish on a Napa leather jacket, and the result was excellent. I would not use it on ceramic, although nothing says not to do it. I thought the finisher for ceramic would have to be burned. Again, the product is mentioned to be used with leather.
