Q: can these lights be powered off?

They can be turned on and off with a light switch.

Q: Which led chip do i need to replace?

LED lights are sold as lasting a long long time, but there is no way to replace one of these lights if they go out, you need to replace the whole unit. I had to find this out through a lighting store, there is also no way to contact the seller.

Q: Do these light fixtures come with a remote control device to control the amount of lumens from the LED light chip?

No remote and no manual switch. Controlled by your wall switch. Not sure if the power adaptor is rated to work on a dimmer.

Q: can these lights be used in wet locations like a bathroom?

It is now waterproof, if you install it in bathrroom, be careful not to get wet
