Yes it will fit your Honda 06 Coupe I have the 07 Coupe which is same model just like yours and yes it will pass the Smog inspection.

Q: Will it fit 04 honda Accord 4 door?

No, it will not due to difference in engines. I purchased & installed this spec-d exhaust on my 2008 Honda Accord sedan.

Q: Will it fit my 09 ex coupe ?

Not this specific one but be prepared the muffler disintegrated less than a year after I bought it. It sounded like a fart can and gave me 0 power gains. I suggest you go on carid website and get a HKS,DC Sports or a Greddy brand because they sound better,are built better and actually provide some gains between 5-15 hp depending on your intake,race header and ECU reflash
