What's the focal length (min-max) after putting the telephoto? Will I still be able to use the large aperture f/2.0 in min zoom?

The maximum focal length would be approximately 170mm (35mm equivalent). I don't have a way to calculate the minimum focal length before vignetting sets in, but my "gut estimate" is about 100mm. The zoom range is very limited with this teleconverter adapter on the camera. I have a TG-3, but my understanding is that the focal range is unchanged on the TG-1/TG-2/TG-3 line of cameras. You cannot use the f/2.0 maximum aperture while this attachment is on the camera. Not only is there a moderate light transmission loss with the additional glass between you and your subject, but the vignetting is severe as you step into the wide angle lower zoom ranges).Please note that the f2.0 maximum aperture on these cameras is ONLY at the widest zoom setting (on any of the TG-1/TG-2/TG-3 cameras). As you zoom to telephoto, the maximum aperture drops. By the time you reach maximum zoom, your f-stop range is f4.9 to f18 (it's f2 to f8 at maximum wide angle). The additional f-stop light loss of using the teleconverter is not documented by Olympus (or anywhere else I've found). Other 1.7x teleconverters I found have a 1.5 f-stop reduction. Going with that number, your effective f-stop range with this teleconverter attached would be f7.4 to f27 - so this is a bright daytime use only attachment. Keep in mind that the f7.4 value would be at minimum zoom & severe vignetting (& therefore useless).With all of that said, I have this adapter & have used it many times on my Olympus TG-3. It does it's limited job adequately. I find the FCON-T01 fisheye lense far more useful, and this camera is much better suited to wide angle and closeup work than telephoto - but that's going to be true with all of the "tough" waterproof point & shoot cameras that have internal zoom lenses. If your primary need is for maximum zoom, then you can't go with a waterproof P&S camera.

Doe this lense work with a TG-4?

I have no personal experience, but it is my understanding that, yes, it does work with the TG-4.

Does the tele lens have both a front and back cap, is there a way to protect the backside?

It does not have a back cap. But you can get a second front cap and it will fit and protect the back as well.

Does this fit on all Olympus Tough cameras? How do you put it on?

Don't know if it fits all Tough cameras. It is easy to put on though. You remove the cosmetic adapter ring from the camera body and then just twist on the telephoto. The view will be circular until you zoom in.
