Q: Can I use it to spray over rust without another coat? The original color is matt black, kinda like chalk paint.

Yes BUT, it will NOT convert the rust. It will only cover it up and the rust will come back. There are products on the market that convert the rust into a hard black substance that will never rust again but this is not one of them by a long shot. Any flat black paint will do the same as this product will.

Q: Will this stop the rust from spreading to different areas?

Yes, If applied correctly it will "kill" the rust, thereby stop the spreading of rust. It will NOT stop other, surrounding, areas from rusting. Only properly treated areas will have protected, rust free metal. Top coating with a quality paint is essential.

Q: Can I apply this product if its not rusting yet? I bought a exhaust system for my car & I wanna spray the welds to keep from rusting, will this work?

It should work better than using the product after the rust starts. It's more of a heavy primer than a rust reformer (in my experience). However, you might want to look at Rust-Oleum's high temperature spray paints. Some of them are made specifically for automotive use.

Q: Is this also a primer? And can touchup paint be used on top of this? I had a small dent in my car and I removed the rust with coke. Do I still need this or should I get a primer instead?

I would only use as primer on rusty metal surface. I would still use this on the auto dent to get any possible remaining rust. It turns rust in to a hard protective surface, then just paint over. It goes on milky green but turns dark brown when dried.
