Yes, it will, I purchased this size EZ pass holder for that purpose. Because I had large EZ pass and it was replaced to a small one.

can you take the transmitter in and out with the holder mounted on the windshield?

Suction cups have a tab one can pull; releases holder from the windshield. Transmitter can slide easily on and out of holder by applying light pressure on the clip. If one over extends the bend on the clip during transmitter removal it will break. Happy with the holder. Make sure windshield is clean, free of debris, dust, residual oil from cleaners for suction cup to hold firm.
