My son says that this piece is called a Mini Loom. If you search "Rainbow Loom Mini Loom" on YouTube, you can find videos showing you how to utilize this piece.

It is very good quality. We have had different brand looms and this one is legit. My 8 yr old son looms for hours daily so I would say it is pretty strong!
