Does the cap provide protection from UV light?

It will provide some protection, yes, but it is fairly thin. I use it mainly for keeping sweat out of my eyes in hot weather and haven't suffered any sunburn on my scalp.

Does this stop your head/hair getting wet when exercising/walking?

I use it for exactly that - the skull cap wicks the moisture from my scalp and forehead and stops any sweat running into my eyes. I find it MORE effective than a traditional terry towelling headband (the kind that McEnroe wore).
