How well is the sound prevention for this

Works a bit, but definitely doesn’t block out all sound. Might work better for sound if you placed one on bottom of door and one on top

Can this door stopper be installed outdoors? Or only be installed inside?

It would be for inside installation. It is not weather resistant. They work very well on inside doors, but we do have an inside basement door that gets cold and it does prevent cold air from coming in. We do have to reseal it when it gets bitterly cold because it starts to peel away from the door.
