Q: Ok i had readings both saying 11.9 in orange at the top and green underneath in my car is that good or bad? Also what is the black strip piece of pla

With a 12 volt battery, My voltmeter reads around 12.4 volts with engine not running, and 14.4 volts with engine running! ( which is indicating the alternator is charging the battery correctly) The other display is the air temperature in the car, from the sensor on the end of the black wire.

wouldn't think so unless left in this state for many hours

Yes, it’s a good indicator. Depends on the location of the sensor.

Just use a multimeter set to the 50 Volt D C range to be certain. Although 24 Volt is used on some trucks for heavy duty starting etc, it's unusual to be wired up to a socket, unless it's a Humvee, of course. The Military have all sorts of odd supplies, but then they are always marked. Hope that helps.
