Does this comply with all charging specifications?

This item holds a Tesla charging cable but doesn't include a cable. It doesn't charge the car, nor does it connect to an outlet. This is simply something that screws into the wall so you can leave the cable plugged into the wall outlet and keep the cable off the ground.

I have j11772 charging head with tesla adapter. can i use this?

No, the Tesla j1772 adapter will NOT fit in this holder. The product ad pictures show only the Tesla cable. The Tesla adapter is not mentioned explicitly. There is a wide plastic rim on the adapter that is incompatible with this holder. This holder only works with a Tesla charging cable. This was sold as a “BMZX” charger holder with no visible branding in most of the ad pictures. The holder I received had “Topfit” branding that is visible in the video. Can this product be installed outside full-time? Is it weatherproof so that it will protect the Tesla charger from rain, snow, wind, storms, etc?

By itself, it is not necessarily weatherproof. I did add a custom seal to mine that is completely water proof once installed. To do this easily, get a rather thick plastic bag and fill it with expansion foam while the plug is inside. The foam will expand around and completely seal the space around the plug, and the plastic bag will allow the friction to be reduced so it can still slide in and out. To solve the internal hook problem, just wiggle the plug before the foam completely dries so it breaks-in the foam and allows for the angle needed to "latch". Generally, unless wind is blowing directly onto the slot, no water will get in in the rain. Worst case scenario, you can cut a wide gasket and and wrap the plug to keep water out when installed.
