I am new to this hobby. so i have some new kato stock, do i need to use this device in order for the cars to attach to each other and to the engine?

You don't need this to attach (couple) cars and engines together. If you are using Kadee couplers you will need the to uncouple cars and engines. This is a magnet between the rails which opens the couplers so you can separate them. Most standard cars and engines are equipped with what is called a horned coupler. This does not work with those.
