Q: Are there any instructions to how to put this together?

There were no instruction with mine, just the picture.

Q: Does it come with tool to put together?

Not that I remember. I think I just used a screwdriver and wrench. However, it was missing one bolt so I left out one section of the arch. It would have been too wide for my application with the additional section anyway so it wasn't a problem for me. Using it to support tomatoes, eggplants and cucumbers.

Q: Can you use for tomato plants? Assuming it comes in pieces and you could not use bottom pieces to make shorter?

Yes, I used it for tomatoes. I used it to secure determinate tomatoes that got to a little over 6 feet tall. Also secured eggplant and peppers to it.
