I only know how to match tiles...I do not know how to play with joker tiles or racks. Would I be able to play a matching game with these tiles??

It’s more than just matching. You play like the card game Rummy. You match 3 or more of the same number (ex: 4 bamboos) and make runs ( ex: 3,4,5) of at least 3 in the same family (ex: balls). The winds, dragons & jokers increase the value of your total points in your hand (ex: by double). The flowers add points on their own ( ex: 4 pets per flower).

Do these tiles have a satin finish?

I don't know what is 'satin finish' but they are very smooth, very nice. My only regret is wish they came in aluminum case (or similar strong case) instead of the flimsy brown plastic case. I would have ok to higher price for an aluminum case just like others being offered. But they are NOT as big tiles as these or they are NOT numbered. Wish the Seller will take note of this.

Are the symbols tactile? My father is blind and needs to be able to feel the symbols to play

yes if you father can read chinese, as a chinese Mahjong player I can feel the symbols, so others wont have a chance to peeps. =)
