How high from of the floor edge of the leg should the base plate be attached?

Please pay attention to this and you will have the best and level lifting and standing of your equipment, whatever it is. 1, On the end that you have the least weight on, place the caster in the raised position and raise the equipment you are installing them on until the caster in the raised position placed against the wall you are mounting it to and mark the base holes and drill the holes, I prefer bolts with nuts, this will make the equipment level when its raised, remember, this is 2 casters on the same side with the same mounting as I just outlined. 2. after you have the first casters mounted, lower the equipment to the ground and it will be standing on its own with the first casters raised, 3. On the opposite side ,lower the caster before you make this move , mount the casters with the wheels barely touching the floor,( be sure to leave the casters in the lowered height). after the casters are mounted on this end, leaving them lowered, go to the other side and raise the equipment. At this point, you should see that both sides are raised when you have only raised one end, you should see the opposite end that you didn't raise will be barely off the ground, this allows a smooth move but a little higher on one end than the other, but, you wont have to be afraid of the lowest side dropping down because its already down, but, you can raise it is you need too.

Do these need heavy foot pressure to lift a 200 lb workbench or can I actuate them by reaching under the workbench and using my hand?

I believe that you'd be lifting roughly half the bench weight, something close to 100#. I had problems with a heavier bench because when you activate one caster, that entire end of the bench comes off the floor. Although rated for 400 lb, my 320# bench bent the caster mount plate on two sets because half the bench's weight was being put on the first caster activated. It perhaps would have worked if I could have linked two casters and spread the load, or if the caster mount plate were made of stronger steel. It helps everything out if you help with lifting the bench, even slightly, while activating the lever with your foot. That would be hard to do if you are activating with your hand.

I see these are often purchased with the Spacecare brand step down casters. Do these mounting plates fit those well?

The Spacecare 600 lb. casters use a smaller plate. However, the Workbench Casters from Peachtree work fine with these plates.

Do these work with the Powertec 17000 casters?

don"t know for sure t about hey are made by same company they should but not knowing anything about 17000 casters i would text Powertec to find out for sure i used them with Rockler 2 3/8" urethane casters with a foot activated lift mechanism. if that is any use to you
