is the height of the handlebars adjustable -- can it be raised up and down to accommodate people a varying heights?

Handlebars are not adjustable. The seat can be adjusted up and down. Good bike so far.

How hard is the hardest resistance level? I am looking for something not too easy to ride even in the hardest level.

I find the hardest level challenging; however, I am old and not faithful in riding the bike. Hope this helps.

The description says the bike seat is oversized but exactly what are the measurements in inches?

across the widest part from edge to edge it is 15 1/2 inches; on top of the saddle within the middle section it is 6 1/2 inches.
