Is this ul rated for a dryer vent transition duct (the duct connecting from dryer to wall). max temp is 212f?

Don't know about dryer duct. Is made for HVAC ductwork. May not carry the amount of heat your asking about. Does stand up to long periods of heat and a/c if under the house or in the attic.

How thick is the foil?

It's not just foil. It's attached to another material that makes it fairly thick. You can't tear it with your bare hands - it has to be cut. The Amazon description might give you more information.

Mild smell from the adhesive, but most ductwork is not in a living space where smell does not matter.

Want to use this tape to seal insulation around rv. Is this tape safe for the rv? Don’t want to damage the outside walls.

I used it in my RV to seal air conditioning duct work and it works perfectly for that purpose. It is very sticky and sticks like crazy wherever you put it. It is not meant to be removed but it sounds like you are putting it to a good use. It is approved for use in a house so I assume it is safe for an RV.
