According to the bottom of the plate, it is made by Royal Albert which says England 1904 beneath it.

Says, set of two. Does that mean 2 cups and 2 saucers? Or 1 cup and 1 plate?

When I ordered I thought it mean 2 cups and 2 saucers. However, I only received one. When I called to report the order was incomplete,they also thought I should have received 2. I eventually got 2 cups and 2 saucers, but it was a bit of an ordeal and I was told by Amazon that they were taking the item down until it was clarified what the listing actually meant.
