No, it doesnt, and it also doesn't brighten. I've used it for months. No change. It's just hydrating.

Q: Can this eye cream be used over the eye, like right under the eyebrows?

It is safe to use right under the eyebrows. However, we don’t recommend using on the eyelids or too close to the water line.
