Are these indoor only? ip67 is waterproof and should be suitable outdoors. tech details says "indoor use only".

They are fine outdoors, but will suffer UV damage to its silicone based covering, which will cloud and yellow. I have been using these outdoors in my display for about 9 months and have had only a few problems with water infiltration at ends where I have soldered wires and connectors.

How can I tell if I need the additional voltage wires? My Strip is about 11.5 Feet long (3.5Meters)

It depends on what kind of power supply you are using and how many amps/watts it can handle. I am using a 600w PC ATX PSU that has power to spare, but I could understand how a cell phone charger may struggle to keep 2 strings happy. I found out that not all controllers are the same. One controller I used only provided enough "data" to light up 100 or so LEDs(100+ different settings). The last six inches of the strip wouldn't light up, yet another simpler controller(maybe a dozen settings) lit up the entire string. I was unable to "daisy chain" one string after another(series wiring), but I WAS able to string individual strips via parallel wired thru a multi strip hub controller built to power 10 strips. My answer is trial and error. Plug it in and find out.
