Is this for american wire gauge wire (awg) or british, standard wire gauge (swg)?

If it measures wire gauge I don't know what standard it uses, but it's DEFINITELY NOT AWG. I bought it and tried several wires that were clearly marked with AWG size and it is very loose in those slots. I'm keeping it because it is still a good gauge for sheet metal versus measuring with calipers and then looking up the sheet metal gauge in a table.

Do you measure with or without insulation?

. I understand What you are trying to measure Wiring and Insulation. I'll be honest with you I never considered them for gauging Wire. But I Would think The Insulation has nothing to do with the Gauge of The Wire Itself.
