will it work with biodiesel?

I have not tried it with Bio Diesel but we do use it with diesel and it been working for about 4 years, I don't see why Biodiesel would harm it.

Can this meter be used with a hand pump?

It can, but I would not expect great accuracy from it. There is a lot of variables with a hand pump on speed and consistency that will throw off the reading. Just be aware.
