Q: Is this the mofajang brand ?

This is what I received just a different colour, have the blue aswell as the green, all are excellent

Yes I have a black beard and it worked fine

Q: Can this be applied to wet hair before drying?

I put it on dry hair and then we had to wait to dry out then it wouldn't stain clothes. I can't recall how long, his teacher reported he made things blue till about lunch time. But my child touched his hair alot then his school things, he couldn't help himself. So from 7am to 12pm on dry hair. Hope that helps you. The colour was very vibrant and I reccomend the product.

I don’t know- my son 9 has blonde hair but not bleached - & it washes out fine
