There are 2 levers - 1 is formed by the handles and the other drives the blades. It has a shoulder strap for stability. If you keep the handle grips waist to chest high, the cut is as powerful as it would be with a standard lopper. 3/4" is no problem ... I believe I've used it for 1" as well. **Q: can small adults use this?** A: Should be able to. Might be a little heavy if it's fully extended, and you'e holding it somewhat level to reach something. If you''re holding it more vertically, shouldn't have any problem. **Q: Trying to find a lopper that will trim lilac brushes, that are on the other side of a chain link fence and on a hill. Will this product do the job?** A: Yes it will. Assuming your 5 ft tall, loppers extended all the way to 8 ft. That gives you 13 ft of reach, plus your arm length, around 15 ft.
