Are these individually wrapped?

No their is no mention on outside of package of wrapping each.

It says this is a 2 pack in picture, however when ordering it says 1 pack. Does the 1 pack have 2 packages in the order?

I received ONE PACKAGE. Only one was pictured when I ordered over a year ago. ➖ When something is advertised as 2-pack, and one is indicated, it usually means you will get 1 2-pack. If you order 2, you would get 4 individual packs. It CAN be confusing. Look further down on the screen featuring your desired item to find a detailed description of what your order will include.
