Yes, I believe it came with a sheet of installation instructions and diagrams.

It can be installed on the counter top?

I'm sure it can. I didn't even screw mine in. It's resting on a wooden shelf in my closet. I iron horizontally on the shelf though, if you're opening the board towards you I think it would have to be anchored.

After the ironing board is fully pulled out, its total length is 48''. If the length of the track is not counted, the length of the working area is 32''
