Will these work on a 2008 Shara?

Yes. It will work with 2008 Sahara, and even earlier Jeep models before JK, like YJ. etc, since it has the screw and nut as a complete set. And the Tie-Down D-rings come with the set are great for mounting the GPCA cargo cover and many other tools and cable management clips.

Do these tie-down rings come with a stiff, tight move (positioned at any angle without moving), or are they loose and free-moving?

They are loose free moving and a LOT smaller than I thought. Don't use these if you're tying down something really crucial and bulky/heavy. They just down't cut it.

What is the WLL on these?

The Tie Down D-ring is matching the factory ones with 200-300 lbs workload. If you need even stronger tie downs, the GPCA cargo cover PRO comes with newly designed tie down D-plates, thick solid metal with long 2.2" slot. You can use either tie downs for different project you have.

Will these work on a 2018 jeep wrangler JL soft top for door

JK for sure. Not sure about the JL. Although, the description says it will work for the JL.

On an 2017 2-door soft top, these have proven very useful. They bolt right in to the hard top mount holes, providiing a solid place to use a cargo bet or straps. You can even use them with s-binders to hold a duffel bag. Good price on a solid product.
