Q: Is the Length of cut 1"

The cutting diameter is 1". The ap is 0.433 inch which equals to 11mm. Actually, it is 11.2mm. The actual effective length of cut is a little bit shorter, 10mm. Thanks.

Q: Are these just for rough cuts, or can they leave a finished surface?

You can use to finish but it does leave step marks if you do multiple passes if you want a really high quality finish I’d use this to rough and a solid carbide endmill to finish. But this works okay
