Foods jarred at ambient temperature draw a strong vacuum after being sealed for months. Apparently the oxygen is absorbed from the atmosphere without being replaced. In doing so the packets become hard rather than feeling like a loose packet of salt when new. I'm fairly certain this is the same technology used in hand/body warmers.
