If you use this then do you not need to use the little mineral balls also? Presumably that would be an overload of minerals then

I use this with RO water. I do not add any additional minerals in any of my tanks. I have plenty of shrimp, snails and guppies. All healthy and doing well

Does this have to be used in RO water or can it be used in tap water also?

It can also be used with tap water if it's TDS is below, for example, 220 ppm for Neocaridina. My tap water TDS is 50 ppm and I add this product to reach the desired TDS.
