Is this HD Clear the same tape as the EZ start tape?

They are different. The HD Clear tape seems to be more durable with a stronger adhesive. However, I have used the EZ Start tape for years with no problems. Although the HD Clear tape appears to be of a higher quality, I prefer EZ Start because it is not a loud when pulled off of the roll. This comes in handy when I do packages while my little ones are sleeping.

Is this tape quiet or noisy?

It’s ridiculously noisy if rolled at any type of angle under strain.

It sticks, but if you want the tape to hold the bin closed I would wrap the tape all the way around so that it meets and you have tape sticking to tape.
