how do you clean this?

I haven't had a need to. It is in the full elements and the color still looks good. I guess the rain cleans it off. :)

How thick is the padding?

3 inches. At our local stores, most of the padding is 2 inches.

why does this hold rainwater - still dripping water after rain 3 days ago and utterly unuseable !!!1 please advise

I tip mine on its side and it drains beautifully and quickly.
