Does this item work with Windows 10?

Yes, it works with Windows 10 if your Windows supports Miracast.

We recommend you to check that whether your Windows supports Miracast or not firstly. 
Here are the steps to check on your Windows(this method suits for all Windows device):
1. Press the WIN + R key at the same time to start the "run" program;
2. Enter "dxdiag.exe" in the input box of the "Run" program to confirm;
3. Pop up the DrectX diagnostic tool and select “Yes” to start the test.
4. When the detection progress bar disappears, it indicates that the detection is completed, “save all information” to the desktop;
5, Open the saved TXT document, edit - find "Miracast"

This item does not includes a charger because this item is powered via USB. 
You can plug the USB cable(included) into the USB port on your TV to supply power, please be sure that the USB port can offer no less than 5V/1A power, most USB on TV can do. 
This item must be power by enough power for perfect performance, so if your USB port can not offer enough power, you may need to use an external adapter, your original phone charging adapter is a good choice.
