Will this work with Epyc 7551p?

I think it depends on the bios version. Check the asrick support site. I recall at some point the version said 7002 and 7003 series only.

Will I be able to install 3-4 ASUS Hyper M.2 cards (or Asrock equivalent) in this board to support 12-16 M.2 Nvme drives?

Yes you will be able to install the 3-4 ASUS Hyper M.2 cards. The speed - IO on the multiple M.2 on one 3-4 ASUS Hyper M.2 cards will be slow because they will be interacting with the MB/CPU via on one X16 slot.

Can the bios be updated without cpu? am planning to pair this with amd epyc 7401 that is supported since p1.30

I was in the same situation and I was able to downgrade the bios to 1.1 via IPMI without having to get another CPU.
