Of course! I don't wear mascara at all.. So I buy an eyelash perm. This one works very well and gently despite the cheap price. Recommend!

Yes pads can be replaced with wet and wild refills. This little cushion seems pretty durable. Iv had for 3 months and it has not tore yet
