Would this colour match a painted floor and give a result in RAL please

Match is never 100%. Classic RAL has a very limited amount of colosr. A better option is to use the device with the NCS ColourPin app(android or apple) This will give you the the color values in the Naturual Colour system (brand independent). The NCS system has about 1700 colors and the device (with Colourpin) will give you a close match. Most paint shops can mix to NCS colors.

Does this give you exact colour values (rgb, cmyk etc...)?

ColorMuse gives measurement results in :Lab , RGB, HSB and LCH. It does not give you cmyk because there are many CMYK versions. I compared ColorMuse with my eye-one spectrometer and found it to be fairly accurate. You get results that are mostly within a DeltaE of about 1.5. This does not mean that you always get the exact RGB numbers , but what you get (as RGB) is visibly very close. For the price it is a good product.
