Yes it can be used in a house but keep in mind the size of the room/area may require more than one.

Is it safe to be used inside a vehicle with tinted windows? Will it harm the tint?

I don't see it being an issue, I barely had to clean my windows after use so I'm sure it wouldn't be strong enough to harm tinted windows.
