You have to mix the flakes or pearl in with the inter coat clear and spray it over your base coat. Then clear over that

Can this also be used as a base clear for blending car panels, like ppg dbc500? which is better?

No it’s a clear mid coat for sealing tape graphics and stripping in order to sand and smooth surface for final coats of urethane clear (not a blender)

Can you use house of kolor ru311 reducer with this?

Yes but I wouldn’t use this intercoat clear it’s way to milky Orion makes one that is excellent
