It is silicone based and therefore flexible.

Can you use this for the tiles to fix the broken grouts?

If you mean can you use it to replace broken grout then yes but you could use any brand silicone but you might find decorators caulk a more suitable and less expensive option. But why don't you buy a small tub of ready mixed grout because if you store it correctly it will keep a long time.

Is this waterproof sealant

Yes. Cartridge says suitable for high humidity domestic areas such as bathrooms and kitchens. Sealing of joints interior and exterior etc. I used on the perimeter of a kitchen floor with no issues.
