Is this the same thing as “ Tex Mex Paste” ?

I'm not sure what "TexMex" paste is. Achitote paste is made from the annatto seed and I use it to flavor and color food. I use it in dishes like taco birria, al pastor, etc. The flavor is very, very mild however the color it adds is magnifico!

Is this supposed to be dry powder? Mine was like play dough.

It is described as a "paste", not a powder. Use a knife to break up the paste in smaller pieces. I discovered that it works best when you use a marinade that has a high "acidity" content like Italian dressing or orange juice. Liquids with high acidity content will help break down the pieces of paste. Don't be afraid to get your hands messy as you massage the chicken, ribs, shoulders, etc. with the marinade before cooking on the grill or smoker.
