Would this charger work with a battery that has Tamiya plugs?

Obviously the battery plugs have to match the charger plugs. I don't think this charger has Tamiya plugs. I'm quite sure it doesn't. You can change the plug on your battery or make an adapter - Tamiya plug soldered to a Deans plug, which I'm sure the charger has. Your best bet is to change the Tamiya plug. If that's what you have the battery must be pretty old.

Just bought this, but very confusing to use. can someone tell me how to set the voltage to stop charging for a 7.2v 6.5 ah nimh battery?

Select the NiMH/NiCd Program, hit Enter, then select NiMH, then select your current once the amperage is blinking just hit the plus, then hold the Enter for a few seconds and it's off and charging.

Does it come with a balance board & connectors?

No, this charger does not come with a separate, external balance board. However, it does have five built-in JST-XH connectors that enable you to balance-charge 2S to 6S LiPo batteries. (You can, though, only balance-charge one LiPo battery at a time.)
