I see no indication that it does that. However, it has lovely coverage, a bright, glossy sheen, and of high quality. It seems a bit sticky but not overly so. It has quite a nice aplicator. It does keep your lips soft whilst wearing and does last a few hours. Yes, I think it is a good value for money for colour and coverage. If you're looking at this for it's purely plumping "abilities" this isn't the best option on the market.
