How many cups of cocoa does a bag make?

That would be pretty hard to calculate  - it would make a heck of a lot of cocoa. Chocolate can actually be used to make cocoa. You put 3 1/2 cups of milk and 2 teaspoons of corn starch in a saucepan and whisk it together,  then add 1/2 cup of heavy cream and 2 tablespoons of dutch processed cocoa & heat on medium, whisking constantly. Then when steam is rising from the sides but it's not quite boiling you remove from the heat and stir in a combination of 4 ounces of  milk chocolate (these pellets would melt as is...if you're using a bar of chocolate you would have to chop it in a processor) and 4 ounces of  dark chocolate (72% dark chocolate chips work fine...again, if you're using a bar of chocolate you'd have to chop it) until it all melts and is smooth. It takes a little more work than using just powder, but it's totally worth it. The taste and texture is far superior to making it with powder. It has a great rich taste.

Can these be used for hot cocoa bombs?

Yes!  There are two different ways to do it, either in the microwave which needs a careful eye to make sure it's not over done or using a bain marie.  If you don't have one, you can just use a pot with about an inch of water on the bottom and a bowl (I use a small metal mixing bowl).  Also, you can scoop some of the chocolate into the mold and swirl it around but I find it easier to use a paintbrush (new and only used for that purpose).
