I'm doing a gender reveal can I use this with water to put in water gun?

it is a liquid, I'm sure it could be diluted enough to spray through a water gun

I want to dye a pair of shorts made with this material 85%cotton, 10%polyester, 5%elastane. would it work?

Not sure. Believe this stuff works best on natural fibers. I used it on 100% cotton doilies. The polyester and elastane may not take the dye.
