Is there a difference between the liquid and the powder for the odor blaster?

No difference in cleaning power. Major difference in fragrance. The liquid smells wonderful and the powder does not seem to have any smell so the clothes don’t smell as fresh to me with the powder as they do the liquid. I love the fresh smell of the liquid so much I order it online since I can only find the powder locally.
