Will they be ok for screwing cup hooks into

in general yes but does depend on the following: - the screw thread of the cup hook is suitable for this size of Rawplug - use the correct size drill bit recommended by Rawplug - these are really only suitable for solid walls, if being used in plasterboard walls you need to consider another type of fitting

How good are these for brick? also what screw size?

these rawplugs are the tops for me. I have never had any trouble in brick or stone. the screws I use most are 3.5 mm x 40mm long

Are these separate or connected togther

The 28mm is the depth of the plug, designed to take screws of up to that length. I suppose that two could be used for a deeper hole but a single longer plug would be a better solution
