What is the width and length of the belt?

I believe these will fit most machines. I bought them for 2 entirely different machines & they fit. If the larger belt is too small, you can stretch it.

Will it fit a singer 15

I don't know about that model specifically, but it fits most home sewing models. I have this belt in 8 different machines ranging from the 1950s to the 1980s in all different brands.

I need belt pt.# for singer 328k mine came apart in tiny peices and don't know the lenght

Some 'googling' tells me that your machine should take a belt 15" size, 3/8" circumference. Part #193077. So this particular belt would be too short for it. But I don't have first-hand experience so I can't be totally certain!

what is the outside diameter of this ring? I need one with a measurement of 1.25 inch.

My husband and I very carefully measured the outside diameter of the ring I ordered. It measure 1 and 3/16". We did this 2 times to make sure. Hopefully this is helpful; my sewing machine is a Singer 404.
