No, it only covers the one outlet it's plugged into. The other outlet will still be accessible by anything with a normal straight plug.

As long as the socket is the correct size for the bulb. You can screw it in and connect it to wifi by following the instructions. It should work fine.

if you have it connected to another smart home system you can. on its own, i dont think it can
