Can I get calibration certificate?

Not that I know of. Besides, to get the same readings as reported by the local airport or National Weather Service, you have to adjust it to compensate for your precise altitude above Mean Sea Level. You do this by adjusting the calibration screw on the back to match what the nearest weather station barometric pressure, which is already adjusted to the local altitude. Altimeters are actually barometers. The higher you go the lower the pressure. So if you don’t adjust the lower pressure to show what the barometer would read if you were at sea level, the readings would be meaningless as far as “lows” and “highs” are concerned. The adjustment is delicate so you need to tweak it back and forth over a period of time until it consistently matches up with what your local NWS station reports.

Is this suitable for an outdoor weather station?

The Fischer Barometer Pascal unit is made for indoors unless the weather station is fully protected from the outside elements.
